EU plans to press Canada and UK for more Ukraine funding at upcoming summits
Brussels wants partners to contribute more toward Ukraine’s financing needs, according to POLITICO. Officials have not set out a specific request or proposed a formal bargain.
The European Union is preparing to press Canada and the UK for more support for Ukraine at summits scheduled for October 29–30 and November 20, respectively, POLITICO reported on October 21. The push comes as Brussels seeks help covering Ukraine’s financing needs for 2026 and 2027.
Five EU officials, including two from the European Commission, and two EU diplomats described the plan to POLITICO. They spoke anonymously about sensitive diplomacy. The Commission has not specified how much it would seek from either country or how a request might relate to talks on closer economic and defence ties.
How the Ukraine funding plan fits together
The EU has committed a €90 billion loan for Ukraine for 2026 and 2027, intended to cover about two-thirds of the country’s needs, according to POLITICO. The European Commission’s Ukraine support page also records the €90 billion loan and says €19.8 billion had been disbursed as of its October 14 update.
Brussels had expected other partners, including Canada, Japan, South Korea, Australia and Norway, to provide a further €45 billion, POLITICO reported. Much of that expected support had yet to be finalised or disbursed. Commission President Ursula von der Leyen said the EU and its member countries provide 80 percent of Ukraine’s external aid and called on other partners to step up, according to POLITICO.
What Canada and the UK have said
Kathryn Serieux, a spokesperson for Canada’s Privy Council Office, told POLITICO that Ottawa was a steadfast supporter of Ukraine and cited nearly C$26 billion in military, financial, development and humanitarian assistance. POLITICO also reported that the UK says it has committed £25 billion for Ukraine. Those existing commitments do not specify a response to the EU’s prospective request.
EU officials and diplomats did not expect a formal bargain tying Ukraine funding to the broader negotiations, POLITICO reported. Three UK officials said they had not heard of a request for more Ukraine support in exchange for UK companies qualifying under the EU’s proposed Industrial Accelerator Act. A fourth EU official expected the UK summit declaration to reflect both sides’ efforts to help Kyiv.
EU ambassadors are due to discuss the Canada and UK summits on October 22, with Ukraine funding expected to feature, according to two diplomats cited by POLITICO. The upcoming meetings give Brussels an opportunity to make its case, but no additional contribution from either country has been announced.
