The nuclear power plant Cuba never finished

Cuba’s blackouts have plagued the country for decades. In the 1980s, Fidel Castro turned to the Soviet Union to build the Juraguá nuclear power plant, a massive project and an ambitious attempt to reduce his country's dependence on oil. But when the Soviet Union collapsed, so did the dream of a nuclear future for the communist island. CNN’s Juan Carlos López repots.
